The prime difference between Bush and Obama on fuel standards is that the Bush adminstration tried to promulgate regulations that would have prevented California from enacting its own CO2 emission regulations. The fact that the Obama administration will allows those regulations will go forward makes much more difference than slowing the increase in fuel efficiency requirements; because california accounts for almost one eighth of the US economy, the chances that automakers will build separate, greener cars for the Golden state are almost zero.
Still, this is pretty weak tea.
